 Clause 6 becomes a mirage !

The central govt home department clearly revealed that the implementation of clause 6 is the responsibility of the state government.

The Assam Accord was a Memorandum of Settlement signed between representatives of the Government of India and the leaders of the Assam Movement.Though The Assam accord had been signed before 38 years ago,it has not been implemented yet.But after 38 years,it has been proved that there is a huge negligence in the implementation of clause 6.The central govt home department clearly revealed that the implementation of clause 6 is the responsibility of the state government.The Home department replied it of an RTI of the The Cross Current.The Cross Current had done an RTI on the implementation of clause 6 and about the present status of the same.

Most important fact is that the Home department of the central government constituted a high level committee of 13 members to submit report on the implimentaion of clause 6 in 15th July 2019.

Retired Judge Biplab Kumar Sarmah was the chairman of that committee.Another members are from various political parties as well as from different organizations.The home department advised the committee to submit the report to solve the issues related to clause 6.The committee had prepared the report after several discussions with intellectuals,the leaders of political parties and the leaders of different organizations.After its final touch ,the committee kept it ready for submission in 10th February,2020.After the completion of the report,the committee tried to get appointment to submit the report to the Home Minister Amit Shah but it was informed by the home department that the HM has lack of time to accept the same .After not getting appointment from the Home Minister ,the committee had submitted the report to the then Chief Minister Sarbananda Sonowal in 5th September 2020.But after three years of its submission to then CM Sarbananda Sonowal ,the RTI report of The Cross Current had proved that the Central Government had already closed this chapter of Assam Accord,Clause 6 and washed off its hands and it had informed that only state government was responsible for the implimentation of clause 6.
The committee had suggested 80% reservation for ‘Assamese people’ at assembly and as well as in the parliament and 80% reservation at corporations and different committees.Most interesting fact is that while the Committee suggested 80% reservation for the Assamese people,the present CM Himanta Biswa Sarma has emphasized on the process of delimitation of the constituencies to protect the right of Assamese people.
And at last,after 38 years of the Assam Accord it has proved that the implimentaion of clause 6
becomes a mirage for the people of Assam which never becomes a reality.
