Irregularities have become the rules in the Public Works Department under Assam Chief Minister Himanta Biswa Sarma and the will of the ‘Key Kee’ brigade is considered as the final decision. The Crosscurrent has got every single proof of how the gang of Bhupinder, Kamaljit and Gurjas Singh filled their pockets from our Bihu, Jhumoir.
We all know that a mega Bihu event was organised in Sarusajai stadium on 14 April 2023. Prime Minister Narendra Modi also attended this grand event organised to get registered the Bihu dance in the Guinness Book of World Records. Sarusajai stadium was decorated for this event and temporary stages, pandals etc. were made. But, surprisingly, the work order for the construction of pandal, stage, painting and VVIP room etc. of this mega Bihu event which was held on 14 April 2023 was issued on 30 September 2023.
In other words, the work order for these works was issued 5 months and 17 days after the event was over. According to the documents received by ‘The Crosscurrent’, the work order for all the works was given to Bhupinder Pal Singh and his associates of the notorious ‘Kee Kee’ gang. Bhupinder Pal Singh has run several firms in his name and the name of his close relatives. Prominent among them are – Bhupinder Pal Singh’s ACME Events and Expo, Kamaljit Singh’s Capital Overlays and Gurjas Singh’s White Door Events. These three companies participated as a single tender 5 months after the Bihu event ended and received a total payment of Rs 12.68 lakh crore.
Kamaljit Singh’s Capital Overledge received the maximum of 8 work orders on 30 September 2023. Those were for the temporary pandal of Mega Bihu, wooden platform, grass carpeting, view cutout, VVIP room furniture-chair supply, painting inside and outside the gallery, floor-chair painting etc. Through these work orders, Kamaljit Singh has been given a contract of Rs 7,67,56,764. The shocking thing is that Kamaljit Singh was paid Rs 17,90,692 only for the supply of 6 pairs of sofas in the VVIP room there.
Apart from this, ACME Events & Expo owned by Bhupinder Singh Pal, the kingpin of the ‘Kee Kee’ group, received 6 work orders. On September 30, 2023, this firm owned by Bhupinder Singh Pal received work orders worth Rs 4,31,00,012 for the temporary stage, temporary toilets and guest seating arrangements, wooden flooring, laying of red carpets, construction of two dining halls, two kitchens, three separate dining halls and repair work of Sarusajai stadium. Bhupinder Singh Pal had submitted a tender of Rs 20,45,862 for the red carpet alone.
The White Door Events owned by Gurjas Singh, another associate of Bhupinder Singh Pal or ‘Kee Kee’, received a work order of Rs 70,20,680 on September 30, 2023 for strengthening and repairing work of Sarusajai stadium. In this way, the contracts for pandal, stage, repair, painting etc. of the Mega Bihu event held on 14 April 2023 were handed over to the ‘Kee Kee’ gang on 30 September 2023 for a total of Rs 12,68,77,456.
All these firms of the ‘Kee Kee’ group are working by different names, but their address is the same – House No. 119, Gopinath Nagar, Paltan Bazaar, Guwahati-781016. This clearly indicates that the entire tent house contract business in Assam is being controlled from a single location. The most shocking thing is that only one company participated in these 15 tenders of Mega Bihu. Assam Chief Minister Himanta Biswa Sarma usually announces inquiries for every matter. Now important question- can he announce one more inquiry into the atrocities of Bhupinder Pal Singh?
